Solomon Amendment

The Solomon Amendment is a federal law that requires institutions receiving certain federal agency funding to fulfill military recruitment requests for access to campus and for lists containing student recruiting information.

What the Solomon Amendment Allows

The Solomon Amendment provides branches of the military access to certain student information that would otherwise have been denied under the Family Educational Rights and Privacy Act, commonly known as FERPA.

Recruiters may receive student recruiting information for the immediately previous, current, or future term for all students, age 17 and older, who are or were registered for at least 1 credit hour in the requested semester or term.

Who May Be Included

Students may be included when they are age 17 or older and are or were enrolled in at least 1 credit hour during the requested semester or term.

Release Requirements and Limits

  • Information released is limited to the current semester or the previous semester. If the request is received between semesters, the requestor must specify the previous semester or the upcoming semester.
  • Students must be enrolled.
  • If a student requests that their directory information be withheld under FERPA, this protection will be honored under the Solomon Amendment. The student’s records will not be released.
  • Sub-population definitions under the Solomon Amendment are limited to the data elements included in the definition of student recruiting information.
  • Sub-population definitions according to veteran status, academic performance, ethnicity, nationality, and gender are specifically excluded under the Solomon Amendment.

Student Recruiting Information

Student recruiting information may include the following information when permitted under the Solomon Amendment.

Contact Information

Names, addresses, electronic mail addresses, including institutional email addresses when available, and telephone listings.

Academic and Enrollment Information

Date and place of birth, levels of education, academic majors, degrees received, and the most recent educational institution in which the student was enrolled.

FERPA directory restriction requests are honored. If a student has requested that directory information be withheld, the student’s records will not be released under the Solomon Amendment.
